Alberta Municipal Affairs, various locations in Alberta. The Assessment Services Branch (ASB) develops assessment standards and guidelines, and audits municipal property assessments to ensure that each municipality prepares its property assessments according to provincial legislation. It leads the development of assessments and property tax policy for the province, and supports the system in place for associated complaint and appeals.

Another major function of ASB is assessing all linear property in the province (e.g., oil/gas wells, pipelines, electric power lines, and telecommunication systems). Recent changes to legislation have expanded the assessment function of ASB with the creation of a new class of property called designated industrial property (DIP). This legislative change transfers the responsibility for the assessment function of those properties to the province. In order to accommodate these legislative changes, a number of exciting career opportunities exists in our Linear Property Assessment Unit (LPAU).

Reporting to the Managers in the LPAU, you will work with a dynamic team of professionals that prepares and defends the linear property assessments in the Province of Alberta.

Municipal Affairs is looking for FOUR positive individuals to help them achieve success with the centralization of industrial property assessments. Successful candidates will be joining a highly-specialized team to ensure that assessments for all designated industrial properties are done with accuracy and integrity.

Your daily responsibilities will include:

·         Assist in the preparation of the property assessment for linear properties (pipelines, wells, telecommunication systems including cable TV systems, and electric power systems)

·         Assist in the development and issuance of the annual Request for Information (RFI).

·         Communicate and develop a working relationship with linear property owners and/or their representative to improve the annual reporting through the RFI process.

·         Provide assistance in the preparation of complex data analysis for the preparation of the linear property assessment.

·         Provide assistance in the defending linear assessments complaints before the Municipal Government Board (MGB) on behalf of the Provincial Assessor.

·         Assist in the preparation of action requests, briefing notes and other documentation as required.

The Ministry of Highways and Infrastructure is seeking a highly motivated, organized individual with excellent interpersonal and leadership skills to join the Central Region Traffic Engineering and Development group, located in Saskatoon.

The position will be directly responsible for the efficient and timely land acquisition for various highway projects according to Ministry policies and industry best practices for land purchase and surveying. This position will represent the Ministry with regard to land development and will provide and management input/interests with local area planning councils, local interest groups or other interested parties.

Working with other transportation professionals in a project environment, you will be responsible for:

•determining when land purchase negotiations should be escalated to expropriation and facilitate the expropriation process according to the Expropriation Procedure Act of SK and representing the Ministry during mediation and possible legal proceedings, as a result of expropriation;

•interpreting and applying Ministry land policies in a variety of different situations, and using professional judgment to determine the most effective course of action;

·   Analyze real estate in the context of security for mortgage investments as well as for acquisition purposes, through assessments of market data, operating statements, financial statements, third party engineering reports, and appraisals;

·   Assist Senior Management in structuring mortgage and real estate acquisition opportunities based on specified investment criteria;  and

·  Collaborate with our mortgage professionals to facilitate underwriting and analysis of mortgage investments. 

Supplemental Accountabilities:

· Assist with the drafting of institutional quality mortgage investment summaries;

· Assist with preliminary preparation of drafts of letters of intent / term sheets and commitment letters; and

· Work with the Senior Management to coordinate and expedite the funding process including co-ordination and communication between mortgage brokers and third party professionals. 

Competencies:

 

  • Post secondary education;
  • Two years of experience within commercial real estate is preferred;  
  • Excellent financial analysis research and underwriting skills;
  • Precise understanding of cash flow statements, preparation and analysis;
  • Skillful market research analyst with excellent attention to detail;
  • Excellent interpersonal and communication skills;
  • Excellent competency in Word and Excel required, including excel formulas; and
  • Knowledge of the Real Estate Finance industry is an asset.
