Reporting to the Senior Business Development Consultant – Hamilton LRT, you will negotiate the acquisition and disposal of high-profile, sensitive and/or complex properties in accordance with the City’s and Metrolinx’s policies for land acquisitions. The key role of Property Negotiator calls for an experienced professional who can appraise and acquire a wide range of real property interests, including fee simple, easements, temporary construction easements, and leases, while adhering to both City and Metrolinx strategy for the acquisition and disposition of property.

Your qualifications as a Property Negotiator for the LRT project include:

  • Successful completion of a related university degree or community college diploma such as municipal administration, real estate, urban and regional planning, economics, law, or business administration, and/or an equivalent combination of considerable related experience and education.
  • Membership, or eligibility for membership, in good standing with the Appraisal Institute of Canada (CRA or AACI) and/or the International Right of Way Association (SRWA), or, alternatively, have completed the majority of the general and core course requirements and working towards designations in one of these fields, or a combination of education and related work experience.
  • Progressive experience in the field of public administration, with diversified experience in real estate appraisal, property valuation, real estate transactions, and portfolio management of real estate, as well as experience in dealing with the public.

ESSENTIAL QUALIFICATIONS: University graduation supplemented by completion of a recognized course in property appraisal, and a minimum of eight years experience in the field of property appraisal, evaluation and negotiation, or any equivalent combination of training and experience. Possession of an Accredited Appraiser Canadian Institute (A.A.C.I.) designation is also required, as well as being a member of the New Brunswick Association of Real Estate Appraisers.

The Property Portfolio Manager (PPM) is responsible for the management and control of property management and tenant support services for all directly managed social housing, and in some cases, group homes and market housing within an assigned area. The PPM performs some or all of the following responsibilities. The incumbent leads multi-functional teams in delivering a range of programs and services to ensure successful tenancies, the safety and well-being of tenants, and effective operation, maintenance and repair of the buildings. In addition, the PPM may manage activities relating to market-housing properties. The incumbent liaises with multiple government and community stakeholders in resolving property management and tenant issues, and represents BC Housing in tenancy and court hearings. The majority of PPMs will have direct supervisory responsibility for a team of Building Managers and Janitors, and in some cases a Tenant Support Worker. The position may be required to provide contract administration for site representatives in the outer Regions.

QUALIFICATIONS:

  • Undergraduate degree in a relevant discipline such as Business Administration, including university level courses in property management.
  • Courses from the Urban Land Diploma Program – Property Management Option or equivalent may be an asset.
  • Additional courses in negotiation, mediation or conflict resolution preferred.
  • Considerable related experience (minimum 5 years) at a senior level in property management and contract administration, preferably in the social housing sector involving the delivery of social and community based programs and services.

  • Extensive knowledge of real estate appraisal methodology, real estate administration, real estate development, property management, risk management and construction.
  • Extensive knowledge of real property law in a British Columbia context
  • Knowledge of the law and government policies regarding the duty to consult and accommodate First Nations when considering the disposition of real estate assets.
  • Knowledge and understanding of BC Housing’s programs, development, financial and lending policies, specifically relating to the development and administration of real estate
  • Knowledge and understanding of project management philosophies, theories and principles, including project scoping, budget development, financial management, scheduling, quality assurance and project team coordination
  • Ability to coordinate planning, construction and due diligence activities within a regulatory framework for a range of projects, and balance diverse interests, risks and benefits in achieving project objectives
  • Ability to analyze and solve complex and challenging issues, strategize options and make effective decisions, using a high degree of judgment and business acumen
  • Ability to develop, influence and manage collaborative and mutually beneficial relationships with stakeholders/ partners
  • Ability to prepare detailed and complex reports on property and development matters
  • Ability to prepare, review and revise legal contracts
  • Effective planning, organizational and time management skills in a complex and fast-paced environment with defined timelines
  • Effective negotiation, facilitation, influencing, persuasion, conflict resolution and consensus building skills
  • Effective interpersonal, project leadership and team building skills
  • Excellent oral and written communication and presentation skills, and the ability to communicate ideas and issues with a broad range of audiences, including industry professionals, clients, partners and stakeholders, where there may be diverging stakeholder objectives and opinions
  • Advanced computer skills and knowledge of current business applications, particularly spreadsheet and project management software
  • Ability to work effectively in a team environment
  • Valid BC Driver’s License and access to a reliable vehicle.
