The Position:  The Appraiser Manager is highly accessible designated appraiser that provides strategic and practical appraisal report writing support for AIC Candidate members within the organization.  Working closely with the Director of Residential Operations, the AM will primarily be responsible for managing an assigned group of candidates working within a similar geographical area, providing support, guidance, coaching to ensure the candidates are well educated and confident in their appraisal report assignments with the goal of creating a strong supported team. The AM will accomplish this by reviewing candidate’s appraisal reports, providing feedback and finagling report with co-sign signature.    The AM is the main contact for their candidate team of appraisers for report assistance, inquires, training and coaching.

Duties and Responsibilities:   

  • Manage a team of candidates to ensure all orders and tasks are being diligently completed within the agreed turnaround time.
  • Liaising with internal departments to ensure appraisers are getting work volume satisfaction.
  • Review and co-sign candidates appraisal reports within same day.
  • Provide guidance, coaching, appraisal related education and training to their team of candidates.
  • Communicating with appraisers with performance reviews.
  • Reports to Director of Operations.

The following profile makes you uniquely qualified for the role of Property Coordinator:

·        You have successfully completed a university degree or community college diploma in a related discipline such as Urban and Regional Planning, Economics, Law, or Business Administration, and/or possess an equivalent combination of considerable related experience and education.

·        You are a member in good standing with, or eligible to become a member of, the Appraisal Institute of Canada (CRA or AACI) and/or the International Right of Way Association (SRWA), or have completed the majority of the general and core course requirements and are working towards a designation in one of these fields, or have a combination of education and related work experience.

·        You bring progressive experience in the field of Public Administration with diversified experience in various real estate roles, including property valuation, real estate transactions, and portfolio management of real estate, as well as experience in dealing with the public.

·        You possess progressive diversified experience in real estate appraisals and negotiations pursuant to the Expropriations Act, including administration of same.

·        You demonstrate a working knowledge of a variety of legislation affecting real property and municipal development approvals and processes, including the Expropriations Act, the Planning Act and the Municipal Act.

·        You bring excellent interpersonal skills, and a demonstrated ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials, and the public.

·        You hold a valid Province of Ontario Class "G" Driver's Licence and have access to a vehicle for use on the job.

These unionized permanent, full-time positions offer a salary range of $71,416 to $81,155 per annum (based on a 35-hour work week schedule).

The Opportunity:

Key Responsibilities:

* Prepare accurate analysis or portions of appraisal reports using the latest market information obtained from various internal / external partners. Extensive senior co‐worker review is anticipated.

* In partnership with the Consultant, Sr. Consultant, Associate Director, Director, or Sr. Director, perform building inspections.

* Continuously upgrade the level of knowledge regarding market and industry trends

* Accurately complete time sheets on a daily basis ensuring non billable time and recoverable expenses are clearly outlined.

* Become a Candidate with the Appraisal Institute of Canada. Maintain Candidate status by completing requirements outline by the AIC, e.g. completing minimum of one (1) of the required courses towards designation per year.

Position Requirements:

* New Graduate from a university degree program, preferably Bachelor in Commerce, Economics, or Finance, or related experience in commercial appraisal/real estate valuation & advisory consulting is an asset

* Excellent communication skills – written, verbal, and oral presentation

* Valid driver’s license is required

* Proficiency in Microsoft Office Suite: Word, Outlook, Excel (VLookup, Pivot Tables, Etc.)

Description du poste

L’évaluateur interne est responsable de surveiller et de maintenir l’intégrité du programme d’évaluation de la TD afin de s’assurer d’avoir des garanties solides pour nos prêts hypothécaires. Le titulaire du poste doit veiller à ce que les évaluations résidentielles soient revues en fonction des limites autorisées et des normes de conformité, agir à titre d’instance supérieure pour les évaluations complexes et assurer la qualité de la propriété visée et du rapport d’évaluation. Il doit offrir du coaching et de la formation continue aux équipes qui réalisent les examens de conformité des évaluations de la première ligne de défense au nom d’Opérations, Produits bancaires personnels à l’échelle nationale. Le titulaire du poste agit à titre d’expert en matière d’évaluation, communique les connaissances du secteur à l’équipe, assure une gestion du risque rigoureuse à l’égard des rapports d’évaluation et contribue de manière générale à l’intégrité du processus d’évaluation. L’évaluateur interne représente les Services d’évaluation TD et agit à titre de consultant pour les projets et les initiatives ayant une incidence sur le processus d’évaluation.

En tant qu’expert en évaluation, le titulaire du poste passe en revue les rapports d’évaluation reçus de notre réseau d’estimateurs et gérés par nos sociétés de gestion d’évaluation pour vérifier l’exactitude des renseignements et du contenu descriptif et l’adhésion à la politique de crédit de la TD, au mandat et aux normes d’évaluation (NUPPEC).

Principales responsabilités de l’évaluateur interne de la TD :

  • Veiller au maintien de l’intégrité du processus d’évaluation de la TD et au respect des normes liées aux propriétés par rapport aux exigences réglementaires, de la TD et du NUPPEC.
  • Donner des conseils et une orientation stratégique concernant diverses activités opérationnelles complexes.

  • Offrir du coaching et de la formation continue aux personnes de la première ligne de défense qui réalisent les examens et les activités de contrôle des évaluations appuyant notre portefeuille de prêts hypothécaires et notre mandat de fonction de contrôle clé du processus du CGBI.
  • Agir à titre d’instance supérieure pour les évaluations de propriété à risque élevé complexes afin de s’assurer d’avoir des garanties solides, en plus de donner des autorisations dans les limites autorisées.
  • Agir à titre de consultant pour les projets et les initiatives ayant une incidence sur le processus d’évaluation.
  • Prendre en charge et gérer les évaluations transmises à un niveau supérieur par le canal des ventes et les problèmes nécessitant l’expertise et les connaissances d’un évaluateur. 
  • Donner de la formation sur les évaluations; transmettre notamment des connaissances sur le secteur et les tendances de la TD.
  • S’assurer que les rapports d’évaluation sont rationalisés et qu’ils respectent l’appétence au risque de la TD et les exigences réglementaires.
  • Effectuer l’assurance qualité des rapports d’évaluation des fournisseurs pour s’assurer du respect des normes de la TD et du NUPPEC.
  • Agir en amont pour repérer les secteurs de risques ou les tendances changeantes dans le domaine de l’évaluation. 
  • Soutenir le service pour obtenir des résultats d’audit interne satisfaisants.
  • Soutenir, coacher et favoriser le perfectionnement d’une main-d’œuvre diversifiée; s’assurer que des pratiques de gestion du rendement sont mises en place et respectées afin d’obtenir des résultats et d’atteindre les objectifs de perfectionnement professionnel et personnel.

Job Description

The In-House Appraiser role is responsible for oversight and integrity of the Banks appraisal program to ensure sound collateral against our Mortgage book of business.  This role ensures residential appraisals are reviewed within established authorized limits and policy compliance standards and act as an escalation point for complex appraisals and to ensure overall good quality of subject property and appraisal report. This role will provide coaching and ongoing skill enhancement to the teams who complete First Line of Defense appraisal compliance reviews on behalf of Personal Banking Operations nationally.  The individual will act as a Subject Matter Expert for appraisals, share appraisal industry knowledge within the team, provide robust risk management around appraisal reports and support the overall integrity of the appraisal process.  The In-House Appraiser will represent TD Appraisal Services and consult for projects and initiatives impacting the appraisal process.

As a valuation expert you will review appraisal reports received from our Appraiser network and managed through our Appraisal Management Companies for accuracy of information, descriptive content and adherence to TD Bank credit policy, terms of reference and appraisal (CUSPAP) standards.

Primary accountabilities for TD In-House Appraiser:

  • Ensure overall integrity of TD's appraisal process and that property standards and compliance continue to meet Bank, regulatory and CUSPAP standards   
  • Provide strategic direction and guidance on a broad range of complex operational activities. Participate in the development of the overall strategic direction, operating budget, delivering business objectives and overall people development within the unit 
  • Provide Coaching and delivery of ongoing skill enhancement of individuals who complete First Line of Defense oversight & control activities for appraisals supporting our TD Mortgage book and our mandate to act as a key control function for the RESL lending process  
  • Act as escalation point for complex, higher risk property appraisals to ensure sound collateral management in addition to supporting escalation sign-offs within authorized limits
  • Consult on projects and initiatives impacting appraisal processes and practices
  • Take ownership & manage appraisal escalations from sales channel and issues that require specific appraiser expertise and knowledge 
  • Provide appraisal training including industry knowledge/trends for TD
  • Ensure appraisal reports are within TD's Risk appetite, are appropriately rationalized & meet regulatory requirements
  • Complete quality assurance against vendor appraisal reports to ensure Bank and CUSPAP standards are met   
  • Proactively identify areas of risk or changing trends in appraisal industry 
  • Support unit to achieve Satisfactory internal Audit results

Our Real Estate Department is looking for a highly motivated Property Administrator to join its Real Estate Services and Process Improvement team to assume responsibility for a variety of real estate management and negotiation functions, with a focus on managing tenant relations for Canada Place and the cruise terminal.  Canada Place is a distinctive multipurpose facility which is home to Vancouver’s cruise terminal, the Pan Pacific Hotel, Vancouver Convention Centre East, the World Trade Centre, the FlyOver attraction, a parkade and various other uses.

In this role, you will:

 

  • Proactively manage tenant relations, complex lease covenants, and common area responsibilities.

 

  • Negotiate short and long term lease and licence agreements, amendments, rent reviews, and related property agreements.

 

  • Prepare internal valuation reports and rental proposals. 

 

  • Prepare analysis and submissions to management in support of lease and related transactions. 

 

  • Review lease and other property agreements for completeness and accuracy. 

 

  • Coordinate and verify input to property management systems. 

 

  • Review proposed projects to understand lease impacts, and coordinate with Project Review processes or other approvals as required.

     

As the ideal candidate, you have an Urban Land Economics Diploma (or equivalent), along with at least 4 years’ experience in lease negotiations and related real property management, preferably with experience in managing tenant relations in multi-tenanted facilities.

The port authority offers a competitive compensation and benefits package, including an Earned Time Off program. (The wage rate for this position starts at $44.25 per hour.)

PRIMARY PURPOSE

 

The TL Property Management Agent provides senior specialist support to Real Estate Operations by managing an assigned real estate portfolio, including negotiating, enforcing and administering contractual agreements, and related property & facilities management activities.

 

KEY ACCOUNTABILITIES

 

Manages an assigned real estate rights portfolio representing TransLink’s interests as grantor or grantee, including managing contractual relationships; conducting site inspections; monitoring rights of way and resolving issues or disputes with owners/tenants and identifying and mitigating risks regarding portfolio.

 

- Negotiates and prepares leases/licenses/statutory rights of way (SRW’s) with individuals, companies, other government agencies and lawyers regarding properties owned and/or controlled legally by TransLink.

- Collects and processes rental income and institutes collection procedures where necessary.

- Participates in the development of policies and procedures for management of assigned portfolio and works to resolve issues of non-compliance with counterparties, escalating issues as required.

- Develops and maintains comprehensive records of all TransLink property interests (owned, leased, licensed, rights of way) and of corporation owned properties that are leased to others, including capital asset ledgers and lease sub ledgers.

- Provides specialized property management advice to contractors, professional consultants, management and real estate and legal staff.

- Develops relationships with peers in other agencies and organizations to share information and best practices, utilizing information to recommend and implement improvements in internal policies and procedures.

- Conducts research and analysis regarding uses of land and rights related to various projects and proposals; researches property records; investigates property rights with respect to claims; prepares reports, supporting data and recommendations regarding disputes, claims, obligations etc. arising from TransLink contracts, leases and agreements, which are used by management, executive and the TL Board; follows up to implement approved recommendations.

- Prepares comprehensive annual budgets and longer term forecasts for property taxes on all properties, and all leased, licensed non-owned properties.

- Appeals property taxes as appropriate.

- Obtains title searches from Land Title Office to ascertain property ownership, encumbrances, registered values, easements, etc.

- Makes enquiries relating to Crown-owned land with various ministries.

- Obtains information from city and municipal offices concerning zoning and anticipated changes in land use.

- Participates in facilities management as assigned, including administration of facilities plan, and arranging with suppliers to maintain, repair and/or upgrade building and land.

- Resolves issues with suppliers and facilities and maintenance plans.

 

Qualifications

 

Education and Experience:

 

The competencies for this position are typically acquired through a Bachelor’s Degree in Business Administration or Urban Land, plus 5 years previous experience in dealing in land/property rights and statutory rights of way; and exposure to municipal and provincial procedures, protocols and documentation; or an equivalent combination of education and experience.

 

Other Requirements:

 

- Advanced working knowledge of the principles, practices, procedures, and processes used in real estate and property management.

- Solid knowledge of leasing, right of way management, property and task management, land economics, right of way and interest valuation, real estate valuation, land title and rights registry, legal survey fundamentals, legislative frameworks, statutes and acts (including Expropriation Act).

- Industry-related certification is preferred (e.g. IRWA, AACI, or REIBC).

- Solid written and oral communications skills.

- Solid presentation skills.

- Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills.

- Solid analytical and problem solving skills.

- Solid business acumen.

 

Work Schedule - 37.5 hours per week

 

 

Salary: $74,139 to $92,674 per annum ($37.89 to $47.36 per hour)
