Under supervision of the Real Estate Services Supervisor, the Property Appraiser is responsible for providing and overseeing valuations, appraisals and property-related advice, recommendations and services relating to property owned, used or to be acquired by Manitoba Hydro and/or its subsidiaries

Responsibilities:

  • Prepare appraisal reports and fair market values for all types of property, including but not limited to residential, agricultural, commercial, and industrial uses, for various purposes such as acquisition (by purchase, lease, easement, etc.), disposition, expropriation, insurance or assessment evaluation, Secondary Land Use, corporate accommodations, and for the Employee Relocation Program.
  • Review and negotiate revisions to property assessments (land and buildings).
  • Appear as a corporate expert witness in assessment appeal hearings, Land Value Appraisal Commission (LVAC) hearings and before other administrative tribunals and courts of law.
  • Review and analyze appraisal reports prepared by external parties acting for Manitoba Hydro and for other parties including landowners.
  • Research and provide recommendations on compensation guidelines and corporate policy.
  • Participate in planning transmission line routing and station siting, as they affect property valuation and land use.
  • Prepare property values monitoring studies and reports, for internal and external use.
  • Coordinate, oversee and provide direction to external contractors and real estate agents, including contract management.
  • Provide consultative services and guidance related to Manitoba Hydro's Structure Impact Compensation program.
  • Provide assistance in the preparation of budget estimates for financial purposes.
  • Serve as a mentor and co-signor for candidate members of the Appraisal Institute of Canada (AIC).

Qualifications:

  • Accredited Appraisal Canadian Institute (AACI) designation required Seven years directly related experience in property appraisal
  • Willingness to participate in the Continuing Professional Development Program of the AIC.
  • Demonstrated experience applying Canadian Uniform Standards of Professional Appraisal Practice (CUSPAP) including expertise in applying the cost approach, income approach and direct comparison approach to appraisals.
  • Experience as an expert witness.
  • Ability to keep confidential information secure and possess a high degree of integrity and professionalism.
  • Proven leadership skills and the ability to work well with other staff, management, internal parties and external stakeholders.
  • Demonstrated analytical skills and a high degree of judgment and discretion, the ability to organize and prioritize work, and to produce comprehensive reports and correspondence with a high degree of professionalism and accuracy.
  • Demonstrated ability to work with electronic office support systems and computer software including SAP,  Microsoft Office Suite (word, excel, outlook, powerpoint)
  • Must possess a valid Province of Manitoba Driver's Licence with appropriate classification

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $35.57 - $49.23 Hourly, $68,154.06 - $94,341.52 Annually.
