PLEASE NOTE: Under the Canadian Uniform Standards of Professional Practice (CUSPAP) , CRA members must use that designation in connection with the appraisal, review or consulting on individual undeveloped residential dwelling sites and of dwellings containing not more than four (4) self-contained family housing units.  Where a CRA Member signs a report beyond their scope of work, it must be co-signed by an AACI.

Under CUSPAP, prior to accepting an assignment or entering into an agreement to perform any assignment, an appraiser must have the knowledge and experience to complete the assignment competently, alternatively, take all steps necessary or appropriate to complete the assignment competently.

Prior to entering the appraisal profession, David was a real estate salesperson for three years giving him a clear understanding of the motivation of buyers and sellers. Since the beginning of his appraisal career in 1980, David has had the opportunity to participate in a variety of interesting assignments throughout the Maritime Provinces. Although he has had a broad range of experience with different real estate related problems, his primary focus in recent years has been in the area of expropriation, assessment/payment-in-lieu of property tax analysis and appraisal review. In addition, David has provided consultations to both public and private clients for a number of reasons such as the negotiated settlement of First Nations Land Claims and rental disputes. He has also conducted studies on the impact of various external factors on real estate value and reviewed appraisal reports for an assortment of purposes. However, true to his Maritime roots, David still enjoys assignments related to waterfront and island properties and relishes the opportunity to do an inspection in his kayak. David was named as Chair of the Appraisal Review Panel for Environment Canada's Ecological Gifts Program in 2014. As such, he is responsible for the day to day operations of the Panel, which includes the review of appraisals submitted in support of a tax receipt for ecological gifts from across Canada. These gifts include both fee simple land and conservation easements over land that is classed as ecologically sensitive. David has always tried to remain active in the Appraisal Institute of Canada, serving on a number of national committees over the years and he is currently a qualified presenter of the Professional Practice Seminar and a member of the Appeal Sub-Committee. David is a member of the New Brunswick Association of Real Estate Appraisers and the Nova Scotia Real Estate Appraisers Association. In 2008, David was named to the rank of Fellow of the Appraisal Institute of Canada.
