PLEASE NOTE: Under the Canadian Uniform Standards of Professional Practice (CUSPAP) , CRA members must use that designation in connection with the appraisal, review or consulting on individual undeveloped residential dwelling sites and of dwellings containing not more than four (4) self-contained family housing units. Where a CRA Member signs a report beyond their scope of work, it must be co-signed by an AACI.
Under CUSPAP, prior to accepting an assignment or entering into an agreement to perform any assignment, an appraiser must have the knowledge and experience to complete the assignment competently, alternatively, take all steps necessary or appropriate to complete the assignment competently.

Phil Kempton, AACI, P.App. is the Regional Manager of Payments In Lieu of Taxes (PILT) for Atlantic Region at Public Services & Procurement Canada (formerly Public Works & Government Services Canada).
Prior to this role, Phil was the Regional Manager of Valuations - Ontario Region at PSPC/PWGSC for 5 years.
Phil joined the Real Property branch of PWGSC in Halifax in 2009, first as the Senior Valuation Analyst on the Valuations team and subsequently as a Senior Leasing Officer with Leasing/Accommodation Management.
Before joining PWGSC, Phil operated Kempton Appraisals Limited in Dartmouth, Nova Scotia as part of his 23 years of experience as a fee appraiser in the private sector.
Phil’s in-depth understanding of real estate and wide variety of practical experience, particularly in real estate appraisal, have given him many valuable opportunities to engage others and to work collaboratively and effectively with his colleagues to deliver excellent client service for over two decades.
In addition to his professional pursuits, Phil volunteers with the Appraisal Institute of Canada as an examination grader and chair of the grading committee for the Applied Experience Program and he is a member of the National Admissions and Accreditation Committee. Phil has chaired numerous volunteer committees including the 2010 Atlantic Region Appraisers Conference and has devoted much of his time to other groups such as Scouts Canada, Sigma Chi Fraternity and Habitat for Humanity.
