I have been an appraisal consultant with Altus Group since 2006 (formerly Hoffer Wilkinson & Associates), providing investment property appraisals and real estate consulting services on a wide variety of properties. Key areas of expertise include appraisal of investment property including special purpose Cannabis Production/Research facilities and Abattoirs across Canada, Seniors Housing, market rent analyses, dispute analysis and litigation support. I have prepared for and appeared as an expert witness before the Board of Revision, the Manitoba Municipal Board, the Court of Queen’s Bench, US Civil Court and Arbitration Dispute Resolution Hearings.
My clientele includes a mixture of local, national and international companies, including pension funds, real estate investment funds and real estate investment trusts. A portion of my client base includes developers and investors of raw lands including commercial, industrial and residential lands.
Prior to joining the firm, I worked for the City of Winnipeg Property Assessment Department. I supervised a staff of 16 Assessment Officers and was directly responsible for the valuation of many complex properties in the downtown area of Winnipeg, including the MTS Centre (2005) and the Winnipeg Goldeyes’ Baseball Club Ballpark (2004). I oversaw and directly participated in high-level negotiation and provided consultation to other civic departments, CentreVenture, and property developers on appraisal issues and The Municipal Assessment Act. I oversaw the 2002 reassessment of all industrial, institutional, special-purpose properties and vacant non-residential land in the City of Winnipeg. I was appointed as the Valuation Chair for office/retail, industrial/cost, and multi-family properties for the 2006 reassessment.
As a licensed realtor, my work experience in the 1980s and 1990s included raw land development, marketing and re-sale. I continued to specialize in commercial and investment property trade, which led to commercial and investment property appraisal for the Province of MB.(1994), and later the City of Winnipeg.
