JOB DESCRIPTION

Duties:

* Conducts complex and major property tax studies involving new business activities and emerging financial, operational and strategic issues with potentially significant long-term impacts and political sensitivities. Analyzes and assesses business and financial risks, opportunities and requirements. Develops and presents recommendations, project proposals, budgets, business cases, and proposed feasibility studies or pilots for property tax studies and projects.

* Provides expert property tax and consultation services throughout BC Hydro and is one of the main property tax contacts for external parties. Prepares, presents and recommends financial and property tax solutions to senior management, working groups or committees; provides explanations in support of prudent and efficient decision-making around financial and property tax solution(s).

* Develops BC Hydro property tax management policies and administers BC Hydro’s property tax management program by: analyzing property assessments for incorrect interpretations, errors, omissions or unreasonable valuations; researching, analyzing and gathering information on asset and land use from other BC Hydro personnel; contracting lawyers, real estate appraisers and property assessment review agents / consultants to analyze and prepare assessment reports.

* Develops and maintains effective relations with tax authorities, government departments, BC Assessment staff and professional organizations. Provides input and influences the development of property tax legislation, standards and policies with favorable impacts to BC Hydro; responds to the most complex queries and ad hoc requests regarding property taxation legislation. On behalf of BC Hydro, discusses, resolves or negotiates complex property tax issues with provincial tax authorities.

* Develops plans and arranges for enhancements to the property tax modules of the Properties Integrated Management System (PIMS) and ensures the system is operating at peak efficiency in discussion with programmers; ensures and participates in testing and debugging of new/revised systems.

* Maintains currency with property tax legislation, provincial government policies, decisions, case law, methods,

interpretations and systems; advises and prepares recommendations to management on the impact of potential and actual changes or developments.

* Provides work leadership over and performs some or all of the duties as the lower-level Property Tax Analyst jobs. Provides technical direction and guidance to other department workers on property tax issues, various interpretations and the proper application of BC Assessment cost manuals, depreciation tables and other issues.

* Performs duties of a minor nature related to the above duties that do not affect the rating of the job.

Qualifications:

* Bachelor’s degree in a related field of study (such as business administration, commerce, finance, accounting, economics)

* PLUS one of the following: three (3) courses in the areas of Canadian or BC real property law, real property assessment and mass appraisal, and real estate finance (completed within or in addition to the degree program) or Diploma in Urban Land Economics (DULE);

* AND six (6) years of experience gained with the Property Tax Analyst hierarchy at BC Hydro (with four (4) years in the Property Tax Analyst 2 job) or in a position with demonstrated experience in managing property taxation and assessment programs.

* Demonstrated leadership experience.

* Property tax and property assessment experience within a large industrial/utility firm with diverse and extensive property holdings considered an asset.

Flexible work model role definitions

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time.

 

IBEW/Field – No option to work from home

Resident – Works primarily (4+ days per week) in the office.

Hybrid – May be able to work from home up to 3 days per week.

Remote – Works from home 4+ days per week
