Are you a strategic leader with a deep understanding of property assessment and a passion for driving excellence in complex environments?
Strathcona County is looking for a results-oriented Commercial and Industrial Assessment Manager to lead a skilled team in delivering accurate, equitable, and defensible property assessments across one of the largest, diverse and most challenging commercial/industrial portfolios in the region.
In this key leadership position, you’ll shape policy, implement best practices, and ensure full legislative compliance—making a measurable impact on public trust and municipal revenue integrity.
Key Responsibilities:
- Accountable for the annual commercial/industrial valuation cycle to ensure accurate and timely property assessments
- Ensure legislative and provincial compliance through effective policy development and implementation for consistent preparation of assessments and to meet quality assurance measures
- Develop and administer communication initiatives regarding assessment and taxation trends/issues/policy for both internal and external customers
- Lead and coordinate work assignments for Assessors and Technicians to ensure efficiency, consistency, and professional development
- Manage Assessment Review Board (ARB) proceedings, including the coordination of Assessor resources, to defend the County position on assessment complaints
- Support Assessors to develop high quality ARB evidence briefs that are well-researched and effective to defend assessment complaints
- Engage in the development of legislative change through Alberta Municipal Affairs and other key partner groups
- Research and develop technology/process enhancements to improve efficiencies in annual work processes
- Assist Director in development of department standards, policy and goals, provide managerial support and assume Acting Director duties, as required
Qualifications and Skills:
- Post-secondary Degree (or Masters) plus 10 years related experience, with at least 5 years of leadership experience; post-secondary Diploma supplemented with leadership certificate(s) or professional designation(s) may be considered in lieu of a Degree
- Must hold an assessment or appraisal designation in an affiliated organization (i.e. AMAA, CAE, AACI)
- Extensive knowledge of property assessment and taxation legislation, valuation techniques and assessment processes, and the ability to apply that understanding across a large and diverse assessment base
- Excellent leadership skills required to supervise, motivate and direct staff, build teams, and provide mentorship
- Strong communications skills and the ability to deal effectively with a wide array of internal and external parties including property owners, company representatives, tribunals, Council, and the provincial government
- Ability to work independently and possess exceptional organizational/time management skills to ensure legislated timelines and area goals and objectives are met
- Possess exceptional analytical skills and be extremely proficient in working within a highly automated environment, including assessment/taxation systems and the ability to leverage technology in the assessment and taxation process
