BC Government Bill 47 Transit Oriented Development Areas (TOD) & Bill 44 Small Scale Multi-Unit Housing
Appraisers need to know how these new Bills are shaping the future of our communities

Johannes Schumann who is the Director of Community Planning at the City of Burnaby will provide a presentation regarding how the City of Burnaby is incorporating these new Bills into their municipal planning. Potential changes result for Community plans, zoning, infrastructure requirements and potentially community cost charges.

BC Bill 44 enables small-scale, multi-unit ground-oriented housing in single-family neighborhoods.  The details describing how these changes work on the ground are set out in regulations OIC 673-2023 and OIC 675-2023 .

BC Bill 47 allows for small apartment buildings in single family home neighbourhoods located close to transit hubs.

These two Bills require municipalities to increase allowable density in single family neighbourhoods and understanding how these change the use of land in these neighbourhoods is important to appraisers in determining the highest and best use of properties that they appraise.

Burnaby’s experience helps us understand how local governments are adapting their policies and practices to comply with the requirements of these two recent Bills.   After the presentation there will be some time allocated for questions and answers.
