Provincial Housing Reforms and Development Potential: A Municipal Planning Perspective
Understanding SSMUH, TOAs, Development Rights, and Market Implications through the City of Surrey Experience
Recent Provincial housing reforms have significantly changed development opportunities across British Columbia. Using Surrey as a case study, this presentation will examine SSMUH, TOAs, OCP and zoning changes, development rights, and development finance reforms, including the transition from CACs to ACCs and evolving density bonus frameworks. Surrey provides a particularly relevant example given its rapid growth, significant development activity, major transit investments, changing housing patterns, and extensive volume of active development applications. The session will explore the implications for development potential, highest and best use analysis, and appraisal practice.
