The Municipal Property Assessment Corporation, Valuation and Customer Relations department has an excellent opportunity for a temporary Property Inspector. Reporting to the Manager, Valuation and Customer Relations, the successful individuals will collect information required for the accurate valuation of property, the creation of assessment products and in support of customer inquiries and feedback.

RESPONSIBILITIES:
• Physically inspect and measure structures and land, to update assessment records on our databases;
• Visit properties and record site and structure details including those of construction, neighbourhood characteristics, ownership and occupancy information; this includes using AutoCAD to assist in the creation of one dimensional drawings to assist with reading and interpreting paper and electronic blueprints;
• Update records necessary to determine accurate values and effective date and produce related products, severances and consolidations, process supplementary and omitted assessments, and calculate apportionments;
• Visit properties to confirm the accuracy of property assessment data and noting changes; and gather and update information in support of inquiries, appeals, request for reconsiderations, municipal tax applications and vacancy applications;
• Calculate and update area measurements;
• Use judgement when comparing some elements of subject property such as, but not limited to, quality of construction and condition with other similar structures and properties, to determine accurate classification and to identify other factors that may positively or negatively affect value;
• Collect information from other sources such as GIS maps, aerial photography, municipal building departments, construction site offices, architect plans, builder sales brochures where applicable; this includes using GIS to compare and analyze data elements to ensure data equity and reading and interpreting technical drawings/specifications of building(s);
• Communicate with property owners, agents, occupants, tenants, builders, and municipal staff in person, over the phone and through electronic means, in a manner that meets customer service standard and protocols;
• Review sales documents, visit the property and/or discuss with owners and agents, to determine the nature of transaction, at-time-of sale property information and coding as to suitability for sales analysis purposes based on MPAC guidelines; and
• Assist in special projects in support of the assessment function as assigned.

QUALIFICATIONS:
• Completion of a relevant college/university program is an asset (ie: Real Property Administration, Real Estate and Housing Program, Geography, Urban Planning, Economics, Civil Engineering/Technician, Architectural Studies, Construction etc);
• Completion or working towards the completion of certification in an assessment or valuation program such as IMA, AIC, IAAO or RICS is an asset;
• Demonstrated experience and/or training in the property assessment environment or a related field;

• Resolve settlements for reconsiderations with property taxpayers; prepares and processes Minutes of Settlement as required to established customer service protocols;
• Represent MPAC before the Assessment Review Board and other courts and administrative tribunals as necessary, including preparation and presentation of evidence and submissions;
• Respond to requests for assessment records from taxpayers, ensuring adherence to the provisions of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA); and provides property valuation expertise at public forums, e.g. town halls, where required. EXPERIENCE:
• Completion of relevant College/University program is an asset;
• Certification in IMA, AIC, IAAO, or RICS is an asset;

Commercial Real Estate Appraisal Associate

Wagner, Andrews & Kovacs Ltd. is seeking a commercial real estate Appraisal Associate to support the senior appraisers in preparing market value appraisals.

 The Appraisal Associate’s role will include the following:

Ø  conduct research and analyses of the commercial real estate market

Ø  provide assistance in preparing market value reports

Ø  conduct all levels of property specific research, including property history, zoning and land use regulations; as well as property inspections and registry work

Ø  conduct research and analysis of sales and lease deals, from both internal databases and external brokers

Ø  review of lease(s) and budget(s), cash flow analysis and presentation, Argus inputting, and report writing

It is expected that the Associate will mentor under the senior appraisers.

 

Qualifications

The ideal candidate will have anywhere from 1 to 4 years of prior real estate experience with strong research and writing skills, along with the following characteristics:

ü  Very thorough in their work;

ü  Experience or interest in commercial real estate;

ü  Can work independently and as part of a team;

ü  Ability to meet deadlines without compromising accuracy and attention to details;

ü  Knowledge of Argus Enterprise is preferred;

ü  An undergraduate degree, and the desire to continue courses toward the AACI designation;

ü  Commitment to becoming an AIC Candidate Member;

ü  Advanced knowledge of Microsoft Office;

ü  Valid drivers licence and vehicle;

ü  Exhibit a high level of professionalism and interpersonal skills; and

ü  Ability to learn quickly and retain information.
