Property Valuation Clerk (PE13)

The Municipal Property Assessment Corporation, Valuation and Customer Relations department requires a Property Valuation Clerk. Reporting to the Manager, Valuation and Customer Relations, the successful incumbent will provide clerical and administrative support to the Property Valuation and Customer Relations team within your assigned geographic area.

RESPONSIBILITIES:

In this position, the successful candidate will: 

  • Prepare reports and presentation material for appeals, requests for reconsideration, FOI/GRAD requests, Supplementary/Omitted Assessment reports, tax rebate applications, etc. for Manager’s signature/approval;
  • Prepare comparable property reports and Minutes of Settlements based on draft documents/instructions from Manager(s) and/or Analysts;
  • Route completed documents, correspondence to the Assessment Review Board, Municipalities and internal MPAC staff/departments, as appropriate;
  • Receive, log and distribute incoming mail and courier deliveries and respond to routine telephone and walk-in enquires from taxpayers and municipalities, using discretion in the release of information; refer customers/clients to MPAC staff, as appropriate;
  • Key data relating to supplementary and omitted assessments, correspondence, etc. to corporate databases including IPS, Workflow, and DTS from various source documents;
  • Track the status of requests for reconsideration and appeals; generate monthly and quarterly status reports for the Manager’s review;
  • Schedule/arrange meetings for the Managers and other team members (confirms facility, equipment, and other meeting logistics);
  • Monitor and replenish general office supplies; maintain inventory of equipment/tools (e.g. cameras, measuring tapes) and arrange for repair/replacement, as required;
  • Verify expenditures; reconcile monthly VISA statements and process invoices (e.g. ETR tolls, cell phones, subscriptions, etc.).
  • Assist with other initiatives, tasks and duties, as assigned.

 

LOCATION: Assessment Office #02 Brockville, Ontario  

 QUALIFICATIONS

  • A minimum of two years clerical experience;
  • Proficiency in the use of Microsoft Office products (Word, Excel, PowerPoint);
  • Accurate and efficient data entry skills;
  • General knowledge of assessment based business processes and filing requirements including requests for reconsideration, appeals, and supplementary and omitted assessments is considered an asset;
  • Excellent knowledge of English grammar and the ability to draft routine correspondence;
  • Good oral communication skills and customer service orientation to deal effectively with taxpayers and municipal clients;
  • Attention to detail to produce quality and accurate correspondence, presentations and reports within specified timelines;
  • Good time-management skills to meet commitments and support multiple team members in a detail-oriented and time-sensitive environment;
  • Demonstrated tact and diplomacy to deal with members of the public, senior MPAC staff and to handle confidential matters with discretion and good judgment; and
  • Ability to work independently.

Qualifications for this role include:

  • Accreditation with Appraisal Institute of Canada (A.A.C.I. or CRA) or RI (BC) Appraisal Option diploma by UBC or International Right of Way Association SR/WA designation in Appraisal.

  • A minimum of three (3) years of experience in project or program management, property acquisition, survey or negotiation, preferably in the public sector environment.
