Property Inspector (PA2)

$47,779 per annum

The Municipal Property Assessment Corporation, Valuation and Customer Relations Department, has an excellent opportunity for one (1) Property Inspector. Reporting to the Manager, Valuation and Customer Relations, you will collect information required for the accurate valuation of property, the creation of assessment products and in support of customer inquiries and feedback.

 

RESPONSIBILITIES:

  • Physically inspect, measure and photograph structures and land, to update assessment records to the database;
  • Use judgement in comparing some elements such as quality of construction, condition, etc. with other structures and properties, to determine accurate classification of properties and to identify other factors that may positively or negatively affect value;
  • Retrieve information from other sources such as GIS maps, aerial photography, municipal building departments, construction site offices, architect plans, builder sales brochures where applicable;
  • Calculate and update area measurements;
  • Convert metric measurements to imperial measurements on plans;
  • Maintain data and tracking documents on Data Tracking System (DTS);
  • Communicate with property owners, agents, occupants, tenants, builders, and municipal staff in person, over the phone and through electronic means, in a manner that meets customer service standard and protocols;
  • Consult Manager for technical advice on unresolved or non-routine problems;
  • Review sales documents, visit the property and/or discuss with owners and agents, to determine the nature of transaction, at-time-of sale property information and coding as to suitability for sales analysis purposes based on MPAC guidelines;
  • Visit properties and record details of construction, property and neighbourhood characteristics, ownership and occupancy information; and update records necessary to determine accurate values and effective date and produce related products, severances and consolidations, process supplementary and omitted assessments, and calculate apportionments;
  • Visit properties to confirm the accuracy of property assessment data and noting changes; and gather and update information in support of inquiries, appeals, request for reconsiderations, municipal tax applications and vacancy allowances;
  • Process senior and disabled exemption applications and ensure accuracy of information and confirm eligibility of the exemption;
  • Conduct process controls on both data and supplementary and omitted value calculations;
  • Assist in special projects in support of the assessment function as assigned; and
  • Extensive travel and overnight stay within the Bancroft area will be required.

QUALIFICATIONS:

  • Completion of a relevant college/university program is an asset;
  • Completion or working towards the completion of certification in an assessment or valuation program such as IMA, AIC, IAAO or RICS is an asset;
  • Demonstrated experience and/or training in the property assessment environment or a related field;
  • Ability to understand relevant sections of the Assessment Act and the tax adjustment provisions of the Municipal Act;
  • Knowledge of the basic principles of the cost and comparative sales approach to valuation and full understanding of PAC codes for all property types;
  • Ability to effectively use automated property assessment data systems (i.e. IPS, GIS, AreaSketch, AIM);
  • Experience with personal computers, mobile technology devices and a variety of software products such as word processing, spreadsheets, databases and statistical applications (e.g. SPSS);
  • Ability to read and understand legal documents and interpret surveys, subdivision plans, architect and builder plans;
  • Ability to perform arithmetic calculations;
  • Effective and customer service skills; and good verbal and written communication skills;
  • Ability to organize and complete work accurately and within deadlines;
  • A valid driver’s licence is required; and
  • A valid Pleasure Craft Operators Card is an asset.

Appendix A. Bonnefield invites you to participate in this Request for Proposals (“RFP”) for some or all of the

Please note that in Appendix A, Bonnefield has grouped properties into regions with a number of different
properties. Bonnefield believes that it is reasonable for a single appraiser to appraise a single region only.

  • This position involves managing relationships with senior level management at the Region, elected officials, area municipalities, Peel Police, conservation authorities, province, and various stakeholders. Responsibilities:

  • Conduct in-depth investigation and extensive research for strategic feasibility (lease/buy) analysis and implement recommended solutions
  • Guide real estate team where policies do not provide guidance for in-depth investigation and extensive research (political impacts, individual impacts to owner, review of law, appraisal information, market condition, scheduling of construction project) for feasibility and analysis (full buy out/partial taking, expropriation, business loss, injurious affection, special damages), and negotiate and implement recommended solution
  • Ability to exercise discretion and make decisions in a highly dynamic environment
  • Maintain financial accountability of the section’s operating budget, associated capital plan and planning process
  • Manage and administer the Region’s Real property inventory and risk management including taxation, assessment, environmental condition, rationalization, surplus disposal, database information for Corporate asset management

Qualifications:

  • University degree or college diploma in a related field (ie. Geography, Urban Planning, Urban Affairs and Real Estate) plus a minimum of 8 years of real estate experience in real property acquisition and disposal, negotiating and administering commercial leases, asset management, taxation/assessment and real estate policy development
  • Minimum 5 years of supervisory/leadership experience
  • Knowledge of all applicable legislation related to capital projects, including Expropriation Act, Municipal Act, Environment Assessment Act, Commercial Tenancies Act, and Residential Tenancies Act, and Assessment Act
  • Knowledge of Registry Office/Land Title Office procedures, legal surveys and plans

THE CANDIDATE

The successful candidate will possess:

 A Degree in Commerce or Business Administration;

 AACI Designation or A.M.A.A. Accreditation;

 Minimum of ten (10) years’ experience working in a property assessment environment;

 Five (5) years’ experience at an intermediate management level directly supervising a team;

 

 Experience working in a public sector environment with unionized and non-unionized employees considered an asset;

Provides senior specialist support to Real Estate Operations by managing the negotiation and execution of leases, acquisitions, expropriations, and other real estate transactions for operations and major capital projects within the TransLink enterprise.

KEY ACCOUNTABILITIES

Represents TransLink enterprise along with the Manager in negotiation and execution of acquisitions, leases, expropriations and other real estate transactions for operations and major capital projects. Identifies risks and develops and implements risk mitigation strategies across TL property portfolio.

Participates in the development of real estate strategies including acquisitions and site strategies. Supports the development of policies and procedures for management of assigned portfolio and works to resolve issues of non-compliance with counterparties, escalating issues as required.

Evaluates project specific opportunities within the established project portfolio priorities with a view to maximizing commercial value and lowering costs; and develops related business cases and work plans for review and approval by management.

Provides technical guidance to internal stakeholders and works to identify potential real property sites & opportunities for acquisition, license or lease and develops solutions or partnerships to leverage TransLink’s property assets and mitigate related risk. 

Provides specialized property management advice to contractors, professional consultants, management and real estate and legal staff. Develops relationships with peers in other agencies and organizations to share information and best practices, utilizing information to recommend and implement improvements in internal policies and procedures.

Executes contracts and commercial agreements, including all related documentation. Manages and enforces contract terms with third parties; and acts as single point of contact for commercial and contractual matters. Supports internal stakeholders on commercial and contractual matters, before, during and after implementation.

Prepares reports, analysis and presentations for management upon which Executive and Board decisions may be based.

Education and Experience:

The competencies for this position are acquired through a Bachelor’s Degree in Urban Land, Business or related discipline, plus five (5) years previous experience in dealing in land/property rights and statutory rights of way.

Other Requirements:

- Advanced working knowledge of the principles, practices and procedures and processes in used in real estate and property management.

- Solid knowledge of leasing, right of way management, property and task management, land economics, right of way and interest valuation, real estate valuation, land title and rights registry, legal survey fundamentals, legislative frameworks, statutes and acts (including Expropriation Act).

- Solid written and oral communications skills with strong presentation skills.

- Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills.

- Solid analytical and problem solving skills with sound business acumen.

- Exposure to municipal and provincial procedures, protocols and documentation and Industry-related certification will be an asset (e.g. IRWA, AACI, RICS or REIBC).
